Biography

Cecilia joined Manchester Metropolitan University in July 2021. Previously, she held Research Associate positions at the University of Manchester in three funded research projects. She has taught at the University of Manchester, the China-EU School of Law and the Universidad Autónoma de Tamaulipas. She holds a Ph.D. in Law and an LLM in International Business Law from the University of Manchester and an LLB from the Universidad Autónoma de Tamaulipas (Mexico).  Her research has been cited in policy briefings produced for the UK Parliament and publications from the Food and Agriculture Organisation (FAO) and the World Trade Organisation (WTO). She has been invited to discuss food and farming policy to the Department for the Environment, Food and Rural Affairs (DEFRA). Having qualified as a lawyer in Mexico (2001), she practised law in various law firms before entering academia. Cecilia is co-director of the International Investments in Latin America Network and Chief Book Review Editor of the Manchester Journal of International Economic Law. Cecilia is an associate at Dundee Just Transition Hub, where she collaborates in research projects. 

Interests and expertise

Cecilia specialises in International Law and her research focuses on issues concerning international economic law and the international governance of food systems. In her research, Cecilia foregrounds the role of international law in hindering or facilitating the transformation into healthy and sustainable food systems, the fairness of such transitions and food security. She is interested in the dynamics between diverse legal and regulatory regimes, their impact on food policy and the vulnerabilities of food systems.  Cecilia is currently exploring the concept of just transition to inform legal and policy approaches that are just and equitable in the global transition to a low carbon world.

Teaching

My teaching philosophy is to provide a dynamic learning environment where students are at the centre of teaching and learning. I teach law in the social, economic and political contexts in which it develops, facilitating discussions about current affairs for students to develop their critical thinking. 

I currently teach International Trade Law, Public International Law and Contract Law.

I am happy to supervise Ph.D. candidates in my research areas.
