Biography
Stephen is Professor of Evaluation at Manchester Metropolitan University (MMU) (since February 2016). With a career spanning over 25 years, Stephen has held senior positions at NatCen Social Research, the Policy Studies Institute and the UK Civil Service, where he has worked on a wide range of applied quantitative and mixed method social science research projects, specialising in programme evaluations and intervention studies. Stephen’s interests lie in the understanding and application of methods of causal inference particularly as they relate to the evaluation of social programmes and interventions in education, social care, labour markets, and crime and justice. Stephen was a pioneer in the use of randomised trials in social policy in the UK and authored the government’s influential Magenta Book. Stephen has designed and led on a number of high-profile national evaluation studies. Stephen is a member of the UK Government Trial Advice Panel, a member of the editorial board for the journal Sociological Research Online, a peer reviewer for the journal BMC Trials, a member of the Evaluation Advisory Group of the What Works Centre for Children’s Social Care, A member of the Youth Futures Foundation Evaluation Advisory Group, the Youth Endowment Foundation Grants and Evaluation Committee, Honorary Fellow of the Institute for Employment Studies and a member of the Education Endowment Foundation’s peer reviewer group. Stephen regularly undertakes consultancy work in programme evaluation for both UK and international organisations
